There were rumors about that 2 years ago, then Microsoft bought Bethesda which likely killed those chances. Its too bad, it would help both consoles. What you referring to in your post was a one-time transfer they offered. The console was to be released at the same time with PC but it did not due to delays. So when it was released in June 2015 on consoles, there a brief window when active PC players could transfer their characters to a console.
The Game Pass version should have both Elder Scrolls Online and the Morrowind Expac but those are just literally starting out in the game story wise. At least that's my hope. Cross-platform play between players on PS4 or Xbox and PC/Mac would be horrible for the console players. They'd get destroyed in PVP, and unacceptable in trials or vet content (PUGs are already incompetent on any platform, so no change there).
