There shouldn't be any leaks under the tank though. Just a relief valve in the cap, sounds like there may be a crack in the tank itself.

It seems like the pcm is cutting back the alternator output voltage too soon. Check that the engine temperature gauge works ok, the coolant temperature sensor is one part of the system used by the pcm to control alternator voltage. My car system seems to maintain a little over 14v almost all the time while running.
